  14. The ARRL Board of Directors met in Rocky Hill, Connecticut, January
  15. 21-22, 1994. The following is a summary of meeting highlights.
  16.  
  17. The Board re-elected its present slate of officers: President George
  18. Wilson, III, W4OYI, First Vice President Rod Stafford, KB6ZV, Vice
  19. President Jay Holladay, W6EJJ, Vice President Tom Frenaye, K1KI,
  20. Treasurer Jim McCobb, K1LLU, Secretary and Executive Vice President
  21. David Sumner, K1ZZ, and Chief Financial Officer Barry Shelley.

  23. Elected to the Executive Committee were Rocky Mountain Division
  24. Director Marshall Quiat, AG0X, Hudson Division Director Stephen
  25. Mendelsohn, WA2DHF, Delta Division Director Joel Harrison, WB5IGF
  26. and Great Lakes Division Director Al Severson, AB8P.

  28. An interim report and band plan recommendation of an ad hoc
  29. committee was adopted, looking to the early implementation of the
  30. expected allocation of 219 to 220 MHz for limited amateur use.
  31.  
  32. The 1994-95 ARRL budget plan was adopted.
  33.  
  34. The Volunteer Resources Committee was tasked with studying the
  35. feasibility of a system of technical awards to recognize achievement
  36. in fields ranging from design and construction to the creation of
  37. innovative communications systems, and develop appropriate criteria.
  38.  
  39. The League will file a petition for rulemaking seeking to remove
  40. overly restrictive rule provisions concerning the use of spread
  41. spectrum techniques, and an ad hoc committee was created to
  42. recommend technical standards.
  43.  
  44. The Membership Services Committee will study the possibility of
  45. relocating the 40-meter Novice subband. The committee will report
  46. back to the Board in July.
  47.  
  48. The Board approved a revision of the ARRL/Red Cross Statement of
  49. Understanding.
  50.  
  51. ARRL Headquarters will begin to notify members of license
  52. expirations, and will include a Form 610 to effect license renewals.
  53.  
  54. The Administration and Finance Committee will study the feasibility
  55. of offering group legal defense insurance to ARRL members to cover
  56. legal costs in antenna cases and RFI lawsuits.
  57.  
  58. The ARRL Letter will be offered to affiliated club newsletter
  59. editors free-of-charge, on a trial basis.
  60.  
  61. The administration and finance committee was asked to investigate a
  62. multi-media production capability for Headquarters, to keep pace
  63. with the changing technology in today's personal computing
  64. revolution.
  65.  
  66. Perry Williams, W1UED, was commended for 40 years of dedicated
  67. service and congratulated on the occasion of his retirement from the
  68. Headquarters staff, in April 1994.
